Tinderbox is the 1421st episode of The Bill.
Ch. Supt. Brownlow, Ch. Insp. Conway and D.C.I. Meadows are dragged off to Dartmoor for a team-building exercise with their opposite numbers from Barton Street.
Brownlow is determined to do well, as it may help his chances of becoming Borough Commander, but Conway is cynical about the whole affair and Meadows would rather be at Sun Hill overseeing an important interview with a suspect. It also soon becomes apparent that Ch. Supt. Mannion and his men are intent on cheating their way to victory.
Meanwhile, Insp. Monroe is left dealing with a gang of teenage skateboarders terrorising a shopping precinct.
