DC Phil Raven was a temporary character in The Bill as a liason from the Drug Squad. He was first seen dealing in a club by PC Ben Hayward where he was referred to as 'Phil the Pill'. He slept with PC Roz Clarke and lost interest when he found out she was a cop, and showed up at Sun Hill the next day. After Ben suspects he's bent, he agrees to meet him in a car park to give him a missing bag of heroin (which had actually been destroyed, and the bag was baking soda) but Phil attempted to arrest Ben. Ben joined Phil on a drugs job the next day, and they tried to expose a dealer. When the dealer confronted Raven, he was stabbed and died. He was portrayed by Neil Fitzmaurice.
