P.C. Leigh was a Metropolitan Police Officer stationed at Barton Street station in 1993.
In February of that year he attended a call to Ravensbourne Woods where a man was reported with a handgun. He arrived before P.C. Steve Loxton and P.C. Barry Stringer and arrested the man who was drunk and using an air pistol to try and shoot pigeons. He asked Stringer how things were at Sun Hill and they departed on friendly terms.
Later that same day, he attends to siege situation where Loxton is being held at gunpoint following a shooting. Sgt. John Maitland instructs Leigh to cordon off the area. He later observes the situation with P.C. Tony Stamp before calling into CAD to stand down the Trojan units following the end of the siege. He later leaves following a call to another incident on Barton Street's area. (Trivial Pursuits)

P.C. Leigh was played by future main cast member Robert Perkins, just five months prior to starring as Sgt. Ray Steele.
His call sign was SB121 as seen on the epaulettes on his uniform jacket.
