Plot[]
Chief Superintendent Brownlow attempts to establish a Neighbourhood Watch program within Sun Hill, enlisting the support of P.C. Smith and P.C. Carver. However, a meeting arranged to discuss the initiative is disrupted by "interlopers", suggesting resistance or conflict within the community itself. An Asian family named the Ahmeds faces escalating harassment from racists, culminating in the firebombing of their home. P.C. Muswell's openly racist sympathies towards the perpetrators during this period of harassment creates tension and conflict with P.C. Carver. CID investigate a "modern-day Fagin" who is exploiting a youth group as a front for criminal activities, including stealing from young people. D.I. Galloway is subjected to jokes about rabies after being bitten by a dog, adding a touch of comic relief amidst the serious events. Following the disrupted Neighbourhood Watch meeting, Brownlow discovers his petrol has been stolen.
