Victims is the 224th episode of The Bill.
A couple visit the station to complain that their burglary has not been investigated. They nearly deter a young woman from reporting that she has been attacked. W.P.C. Ackland and D.C. Lines interview the woman, and Lines realises that it is part of a pattern, linking it to other attacks in the same area. Ch. Supt. Brownlow and D.I. Burnside want to catch the burglary gang first, but after Lines contacts a local reporter who makes a call to Brownlow, they agree to Lines's plan.
Meanwhile, W.P.C. Marshall talks to Insp. Monroe about moving back to the beat.
