Man of the People is the 438th episode of The Bill.
Ch. Supt. Brownlow has a new initiative to boost morale at the station: abolish the senior officers' dining room and get them to eat in the canteen with the ranks. Ch. Insp Conway is firmly against the idea, but Brownlow insists and they awkwardly have their lunch next to W.P.C. Datta.
It's also election day for the post of Federation Rep. This time the incumbent P.C. Hollis, who has the job mostly because nobody else wants it, has a challenger: P.C. Stringer. Brownlow is hopeful that Stringer will win so he'll finally be rid of Hollis.
Hollis is desperate to continue canvassing for votes, but gets stuck with a man who wants to confess to some burglaries. Stringer wins the election by fifty-eight votes to two (the second vote for Hollis actually came from Stringer), and his first job is to tell Brownlow that the ranks would prefer the officers to eat in their own dining area.
