Sun Hill gets a call about a man approaching young girls in a park. D.I. Burnside protests that the police cannot do anything until a crime is committed. Encouraged by D.C.I. Reid, D.C. Lines and W.D.C. Martella profile recent incidents, and notice that the target is getting bolder. P.C. Smollett has also noticed a pattern. Matters become more urgent when a girl goes missing from a playground.
Meanwhile, a shopkeeper hits his emergency alarm, resulting in units--including TSG--steaming in from all sides, when he is spat at by some children who stole a packet of crisps.
