A Fresh Start is the 231st episode of The Bill.

Plot

Brownlow is photographed outside the completed building. There are 8 rooms uncompleted. Garfield almost stops the local MP attending the function. Penny inspects the cells. A teenager trying to report a murder is manhandled to the cells. The body is linked to the murder of the abducted boy in Canley Fields. Brownlow won't stop long enough for Conway to tell him about the murder.
