He is best known as PC Tony Stamp in the ITV police drama "The Bill", a role he has played since 1987. He had made previous uncredited appearances as an unnamed PC and had also appeared in numerous episodes of "Doctor Who" in the early 1980s as monsters, including the Cybermen, Marshmen and Melkur.

His recent television credits include Law & Order: UK, Doctors and Holby City as well as dozens of theatre productions. In 2017, Graham was interviewed for The Bill Podcast and Part 1 was released as a surprise Christmas Special on Christmas Day.
