In 2000, CIB (Later the DPS) stormed into Sun Hill Police Station and suspended the entire CID team with immediate effect in light of the Don Beech Scandal. Brownlow had many friends at Sun Hill, however 29 year old Borough Commander Ch. Supt. [[Guy Mannion]] despised Brownlow and had been trying his very best to put him off and remove him from Sun Hill. Brownlow equally hated Mannion and made it clear that he was not pleased with Mannion being the Borough Commander. Mannion then used the [[Don Beech]] corruption scandal as an excuse to manipulate Charles into resigning which forced some of the relief to believe Charles was leaving to save his own skin. It later transpires that Charles could have stayed after all and he was right all along, that Don Beech's corruption was confined to just him, and no other members of the team.

In 2001, CIB storm into Sunhill station and suspends the entire CID team with Immediate effect, even though he was in charge, Commander Ford from CIB was over Brownlow. Brownlow had many friends at Sunhill but one worst enermy who had just been promoted to Ch. Superintendent himself at Barton Street, 29 year old Guy Manion. In the end because of the Corruption of DS Don Beech, everyone up to the commissioner asks him to resign, in the end he does with the recomendation of DCI Tom Chandler to Guy by CIB for the new Superintendent of Sunhill.
