Charles Brownlow was a character in The Bill from 1984 until 2000.

Brownlow wears two medal ribbons on his uniform. One is a police LSGC, the other appears to be the General Service Medal (1918) awarded to the armed forces for service prior to 1962, in the time frame applicable to Brownlow this would be for service in Malaya, Suez Crisis, Near East, or Cyprus. This indicates a military background to the character.

Brownlow was a Detective Constable at Hillingdon from 1973 to 1976 before going back to "uniform" (S07E80. Lest We Forget).

Charles Brownlow was a Superintendent for more than seven years. He was promoted and transferred to Sun Hill in 1984, where he became the OCU Commander and coordinated the station's operations alongside his Senior Management Team of Derek Conway and Jack Meadows.

In 2000, CIB (Later the DPS) stormed into Sun Hill Police Station and suspended the entire CID team with immediate effect. Brownlow had many friends at Sun Hill, however 29 year old Borough Commander Ch. Supt. Guy Mannion despised Brownlow and had been trying his very best to put him off and remove him from Sun Hill. Brownlow equally hated Mannion and made it clear that he was not pleased with Mannion being the Borough Commander. Mannion then used the Don Beech corruption scandal as an excuse to bully Charles into resignation. Charles was manipulated by Mannion and tendered his resignation, which forced some of the relief to believe Charles was leaving to save his own skin. It later transpires that Charles could have stayed after all and he was right all along, that Don Beech's corruption was confined to just him, and no other members of the team. 

He left Sun Hill much to the relief's devastation but not before threatening Mannion if he tried to do the same to any other officer.
