PC Billy Rowan joined Sun Hill in 2007. He was a natural thief taker, a joker and ladies man. He had a soft spot for fellow PC Sally Armstrong, who joined with him. They had planned to go for a drink after their first shift. He successfully arrested the suspect for SergeantDoug Wright's stabbing as his first arrest. He and Wright's wife Nikki were paired together with Sally and PC Emma Keane. Whilst attending a robbery at a jewelry store he worked out the suspect swallowed a ring, but let Sally take the credit. The four were called to an abandoned factory about a disturbance. Billy claimed it was his turn for action and he and Wright went in. While investigating, Sgt Wright and PC Rowan were separated by an iron door that slammed shut between them. Wright called out to Billy, asking if he was okay, he replied that he was fine. However, when Wright tried to talk to him again, but there was no response. Wright then found another entrance to where Billy was, however she found him lying on the floor in a pool of his own blood. Despite her attempts to save him, Billy was declared dead at the scene. Sergeant Wright blamed herself for his death and vowed to Billy's mother that she would capture the killer. His fellow officers were distraught that such a good officer was killed on his first day. His killer tried to kill himself to get away with it, but he was rescued by Wright and was brought to justice.
